38 BRTF under Project Deepak was initially entrusted with the survey and preparation of DPR. M/s RITES was tasked with the finalization of the DPR in 1996. However, the project took off in all seriousness post Kargil war in 2002.

Post submission of DPR by BRO to Government of India for its sanction, CCS approval was received in 2005.

In 2006, contract was awarded to M/s SMEC for refinement of DPR, design and for preparation of contract documents.

In 2009, the contract for construction of the tunnel was awarded to M/s STRABAG-AFCON JV.

Rohtang Project was raised by BRO on 04 March 2010 at Solang Valley in Manali Sub-Division of Kullu District of Himachal Pradesh, 18 km from Manali town at an altitude of 8,250 feet. CE Rohtang Project was to ensure the construction of Atal Tunnel and its approaches.

Initially, the strength of the Project HQ was 05 Officers and 30 subordinate staff as 759 BR(I) TF was placed under it.

The primary role of the project was to monitor progress of construction of Atal tunnel, facilitate availability of funds and act as a link between HQ DGBR and various construction/consultancy firms for resolving technical, financial or contract and administrative issues.

Among the additional responsibilities, is to maintain the 14.84 km long NHDL specification approach road to the South Portal.
